The Tamil Nadu District Mineral Foundation Rules, 2017 have been notified vide G.O.(Ms). No.57 Industries (MMD.1) Department dated 19.05.2017
Government of India has issued notification for the establishment of District Mineral Foundations Trust (DMF) vide section 9B of Mines and Minerals (Development and Regulation) Amendment Act, 2015 in each District of all over the States of India, which came into force from 12th January, 2015.
The District Collector, Tiruchirappalli, vide Proceedings Rc.No.332/2017, dated 30.11.2017, has constituted the Tiruchirappalli District Mineral Foundation Trust (DMFT) to ensure the welfare and development of mining-affected areas and communities. The Trust was officially registered on 04.12.2017 and later renewed on 15.06.2023 in compliance with government regulations. The DMFT operates under the guidelines of the Mines and Minerals (Development and Regulation) Act, 1957, and aims to utilize mineral wealth for sustainable development, infrastructure enhancement, healthcare, education, and livelihood improvement in affected regions. Under his leadership, the DMFT ensures transparency, efficiency, and accountability in utilizing funds for various development projects.

Healthcare Initiatives – Establishment of hospitals, mobile health units, and awareness programs.
Educational Support – Scholarships, school infrastructure, and skill development programs.
Livelihood Enhancement – Promoting alternative employment opportunities and self-sustainability.

The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) Scheme is implemented by the District Mineral Foundations (DMFs) of the respective districts using the funds accruing to the DMF. The overall objective of PMKKKY scheme will be,
To implement various developmental and welfare projects/programs in mining affected areas, and these projects/ programs will be complementing the existing ongoing schemes/projects of State and Central Government
To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts; and
To ensure long-term sustainable livelihoods for the affected people in mining areas.
Collect fund from the lease holders of mining leases or prospecting cum Mining leases or quarry leases at the rate of 30% of royalty or Seigniorage fee to be paid under Tamil Nadu Minor Mineral Concession Rules 1959 in respect of mining leases or quarry leases or quarry leases granted before 12th January 2015 and 10% in respect of mining leases or quarry leases granted on or after 12th January 2015
Utilize the funds for the interest and the benefits of the persons and the areas affected by mining operations.
